The district was formed on April 1, 1974 by the merger of Chigwell Urban District, Epping Urban District and Waltham Holy Cross Urban District, along with most of Epping and Ongar Rural District.
As of 2005, the members of parliament for the district are Eleanor Laing (Conservative) for the Epping Forest constituency, whilst Eric Pickles (Conservative) sits for the Brentwood and Ongar constituency, covering the east of the district, and the area around Nazeing lies in the Harlow constituency represented by Bill Rammell (Labour).
This is because Essex County Council have agreed a subsidy scheme with Transport for London similar to that with the London boroughs, whilst both Hertfordshire County Council and Buckinghamshire County Council have not.

Chigwell is the third largest parish in the Epping Forest District by population, being exceeded only by Loughton and Waltham Abbey.
Much of the centre of the old Chigwell Village, including Chigwell school, St Mary’s church and the King’s Head public house (which formed the basis for Charles Dickens’ description of the ‘Maypole’ inn in Barnaby Rudge) is a conservation area.
A good proportion of the houses in Chigwell are substantial properties standing in their own grounds and, possibly for that reason, the area has become home to many entertainers, sporting personalities and entrepreneurs whose names are household words.

Over the next 50 years further parts of the Forest went to the same way until by 1900 Chigwell Row Wood was the only significant part of the Forest left to the west of the Romford Road.
The fact the wood survived at all probably comes down to the fact that in 1896 it was felt the inhabitants of Chigwell should have somewhere to walk and exercise so on the 19th September 1886 an enclosure award established the Manor Hill Recreation Ground as a charity.
A further 62 years passed until in May 1948 Chigwell Row Wood and the recreation ground was bought by Chigwell Urban District Council for £700.

Mr Risdon served as a councillor first on Chigwell Urban District Council, becoming deputy chairman in 1973-74, and then Epping Forest District Council, where he was housing committee chairman.
