CPAG has applauded a new programme which boosts the life chances of low income children and their parents.
CPAG has also asked why the poorest children of parents who are studying still remain ineligible for $60 per week of Family Assistance due to the strict worktest for the new In-Work Payment.
CPAG is concerned that proposed changes to the treatment of beneficiaries appear to have overlooked the needs of children in a drive to push parents into the workforce.

The Child Poverty Action Group (CPAG) said the policy of recovering overpayments automatically was illegal.
CPAG wants the Revenue to give claimants a chance to say why an overpayment should not be recovered.
"CPAG supports the aims of tax credits scheme and the additional financial support these have brought, but we are worried that problems with overpayments are putting people off claiming money they are entitled to," said chief executive Kate Green.

I and two of my colleagues at CPAG are going to meet next week to work out exactly where we think the legal challenges are but in the meantime we are suggesting that everyone claims any benefits that they think that they would qualify for.
These claimants could claim child benefit and child tax credit as well as disability living allowance/attendance allowance as there are no restrictions to EEA nationals on these.
Equally where a person has worked probably even prior to 1 May and perhaps even in their country of origin they may be able to rely on EC Regulation 1408/71 to claim benefit.

Recent cases carried out by CPAG have included the benefit cases of Campbell v Secretary of State for Work and Pensions and Hinchy v Secretary of State for Work and Pensions, both of which concerned the rules regarding the recovery of overpaid benefits.
Unfortunately for CPAG and the claimants, the Lords found for the Government in both cases.
CPAG also celebrated a win last year in Europe, when the European Court of Justice decided that the right to social security benefits was covered by the European Treaty for the Freedom of Movement.

The Child Poverty Action Group has said that the Government will fail to meet poverty targets if it continues to rely on means testing.
The Child Poverty Action Group and other charities are campaigning for higher Child Benefit payments and for younger children to receive the same amount as the oldest child in a family, which at the moment they don't (see www.makechildbenefitcount.org for more information on the campaign).
Such a change would also, of course, ameliorate the poverty and unemployment traps for many families with children, because Child Benefit is not withdrawn as other income rises and so provides a secure income floor for families trying to earn their way out of poverty.
