Thanks for looking into this for me. I found out the following from the media rep at LL Baseball: Taiwan (Republic of China) teams won the Little League Baseball World Series 17 times between 1969 and 1997.
So, while it could be a particular team, it's unlikely that they would have chosen one out of 17 different teams to feature on a note.
I'm still hoping to hear back from someone at the bank or from a collector who is really into Chinese notes and who can confirm the team ID if at all possible.
