My experience and observation has been that the Chinatown "El" statiion is in a very safe localtion and that there's no need to be concerned about your safety.
Chinatown is a very safe neighborhood and there are always lots of people walking around.
I haven't taken the el to Chinatown at night but I have during the day and wouldn't hesitate to use it then, the ride is really quick from the downtown area and IMO beats driving or taking a cab.

One day we explored Chinatown, another day we relaxed by a fountain and then headed up Clark Street in Lincoln Park, another day we checked out the fishies at the Shedd Aquarium, and one day we decided to get some Indian cuisine in the Devon Avenue neighborhood.
