As a result, Canada now has more TV viewing options and more homegrown specialty channels than any country in the world other than the U.S. In many ways, the specialty channel revolution has met the policy goals that the CRTC set 10 years ago.
That is a reversal of the usual experience of English language TV in Canada, where about 75 per cent of the viewing has traditionally been foreign programming.
By 1986, CRTC commissioners began to worry that if Canada didn't cultivate its own successful specialty channels, the rising popularity of such services in the U.S. would eventually force the commission to ease restrictions.

 D'où vient le CRTC
Depuis la première Commission royale, créée en 1928 pour étudier la radiodiffusion, le gouvernement du Canada s'est sans cesse employé à s'assurer que ses politiques suivent l'évolution de la technologie dans chacun des secteurs de la radiodiffusion (l'ère de la radio, celle de la télévision et maintenant l'explosion technologique de l'ère de l'autoroute de l'information).
Le gouvernement du Canada forme une Commission royale d'enquête, présidée par John Aird, pour étudier les conditions de la radiodiffusion au pays et formuler des recommandations quant à l'administration, la direction et la surveillance d'un tel service et évaluer ses besoins financiers.
La CCR doit réglementer et contrôler l'ensemble de la radiodiffusion au Canada, et fournir un service de radiodiffusion national (déterminer le nombre, l'emplacement et la puissance des stations de radiodiffusion ainsi que le temps consacré aux émissions nationales et locales).
