CDNC are formed by the regional registries (CNNIC, TWNIC, HKNIC and MONIC) and have experimented doing Chinese Domain Names System for many months.
While Chinese have a handful (usually 2 to 3) representation forms for a single IDN, other languages may have much more complicated representations which may not be suitable to use this approach.

Domain names are used widely by Internet users to locate resources on the Internet in a format that is easy to remember and understand.
Using domain names in a language that is different from the users' native language defeats the main objective of having the domain name in characters rather than just numbers.
Multilingual domain names were first developed in Asia-Pacific countries in 1998 [1,2,8,9], which led later to the creation of a number of non-for profit organizations to supervise and pursue the deployment of multilingual domain names.

Re: [idn] Chinese Domain Name Consortium (CDNC) Declaration
Again, this raises especially difficult problems for Chinese names, but there are problems of one sort or another with most languages.
The solutions for those user-visible name problems, as we discussed in Minneapolis, lie in non-DNS mechanisms, protocols, and database, not in the DNS or the IDN WG's effort to fit some extra characters into the DNS.
This suggests some actions you might consider: (i) Your colleagues argued quite persuasively in Minneapolis that the difficulties imposed by the IDN WG approach on Chinese-Language Domain names would cause serious consumer confusion and disruption and could be expected to provide an unreasonably good opportunity for fraudulent behavior.

ICANN | Report of the Internationalized Domain Names Internal Working Group of the ICANN Board of Directors
Several respondents noted that the domain name system was never intended to serve as a "directory service" which could consistently find the appropriate result to a natural language query.
They see domain names simply as identifiers, and the IDN exercise as aimed at adding support for a wider range of scripts to be used as identifiers in the DNS.
Domain names are limited to 255 octets, with no more than 63 octets per segment (i.e., between periods).

Some languages, like Chinese, have more than one script: for example, traditional Chinese (TC), which is used in Hong Kong and Taiwan, and simplified Chinese (SC), which is generally used in mainland China (although the Chinese also use the traditional script in some cases).
Most Chinese can recognize the origin of the simplified script as it orginates in the traditional more cursive characters.
It is argued by some that there should be an equivalence between Chinese domain names whether in traditional or simplified scripts and therefore they should resolve to the same entity.

For example, LDH naming constraints are also built into the DNS instead of registration policies which might vary from registry to registry.
A hybrid approach combining both IDN protocol and registration policy is indeed an effective approach for the Chinese domain name problem.
Consistent resolution of domain names is thus hard to maintain among the registries unless character variant equivalence matching is part of the IDN protocol.

Such domain names could contain letters with diacritics, as required by many European languages, or characters from non-Latin scripts such as Arabic or Chinese.
In the domain name system on the Internet there is a need for databases to be kept of which domain name maps to which IP address.
A registry has two main tasks: giving out domain names under their top level domain to those who ask for them; and making the database of domain name registrations available to the world at large.
