Rawson notes that the use of the modifier "Chinese" in the derogatory sense of "confused, disorganized or inferior" dates back to the time of World War I and was largely a British invention.
As far as specifically "Chinese Fire Drill" goes, the source I cited previously in this dicussion reports its origin is in early 20th century Britain, so at least that one wouldn't be restricted solely to US usage.
I am a Chinese born and I do not feel one bit offended by this or any other "racial slur" against chinese or "chinks" of any nationality, I find the phrase funny.

Chinese Firedrill is idiotic because it doesn't make any sense.
According to thefreedictionary.com, a Chinese Firedrill was used to describe any "confused, disorganized, or inferior" behavior during World War I. The origins of the term were derogatory at first, but the meaning was lost after a few decades.
In conclusion, the person who first coined the Chinese Firedrill was a racist, but may or may not have been an idiot.

It has a similar construction to "Chinese firedrill," "Indian summer," "Indian corn," or even "Chinese checkers" and came largely from the (predominately caucasian) coal-mining belt in the US.
A "Chinese auction" has nothing to do with Chinese culture, and those who first coined the term had little more to do with it, so that this odd variety of the commonly recognized model for an auction was attributed to an alien tradition in a humorous -- and disparaging or belittling -- vein.

What is a 'Chinese Firedrill' and where did that expression come from?
I hear that expression humorously applied to any confused or chaotic activity involving a bunch of people, but have no idea how that could relate to Chinese people OR a firedrill.
They are not sold or distributed in any way.

In previous discussions, there has been general agreement that it is an ethnic slur -- meaning that something that is Chinese is inferior, etc.
You can search under "Chinese" in the archives to access those discussions.

Hit another spot and immediately hooked up a 40 lb ling, while cust was fighting it another 80 lb + ling was swimming with it.
Had other cust throw a lure in front of it and it inhaled it and the chinese firedrill was on.
Both folks did a great job of keeping their lines from crossing but in the excitement I forgot to tell the guy with the larger ling to drive the hook in a few more times and after 10 minutes it let go of the lure.
