Chipman was admitted to the society of the Inner Temple on 20 April 1811 and in due course, on 22 Nov. 1822, to the English bar.
Chipman won high praise from Douglas and from officials in London for his careful and diligent research, and it was partly because of his efforts that the award in 1831 was so favourable to the British claim that the American government refused to accept it.
Chipman voted against Colebrooke’s measures in the Legislative Council and declared that it was “impolitic,” when the people were content, “to change the whole frame work of their Civil polity, and open the door to such agitation and political strife as would.

Chipman chose as his model the charter for New York City, which allowed for the election of aldermen but gave the power of appointing civic officials to the crown, and in 1785 he was named in the charter as the first recorder of the city, a position he held until 1809.
Chipman was not alone in defending a legal system that was relatively unresponsive to public opinion and a profession that was extremely unrepresentative of society at large, but he was one of the most vociferous and influential critics of reform.
Chipman was eager to accelerate the rate of assimilation, but he never seems to have taken seriously the desire of the company to bring the rudiments of European education and the benefits of the Protestant religion to the Indians.

Chipman Elementary School serves a population of 211 students who live along Highway 10 and its collector roads from the Immigrant Road in Salmon Creek to the Lower Cumerland Bay Road.
Chipman Elementary School, constructed in 1967, is a single story building consisting of a primary wing jointed to an intermediate wing by an auditorium.

Ward Chipman was a graduate of Harvard, a lawyer and a native of Marblehead, Massachusetts, who supported the Loyalist cause.
At the end of the Revolution he went to England to press his claims for compensation, and although he was not successful, when New Brunswick was created in 1784 he came to the new province with Governor Thomas Carleton as solicitor general, holding that post until 1808.
