Lake Chiuta, has been under the control of local people with de-facto territorial user rights until of late, when co- management was introduced in the mid 1990s.
Following this introduction, the Chiuta fishing communities have claimed improved livelihood and enhanced food security as being due to the introduction of co-management in the area.
These results are based on the premise that the Chiuta community have a comprehensive understanding of their fishery resource, such that outsiders are not allowed to introduce fishing gears that will disturb the ecological balance of the fishery resource.

Unsustainable utilization practices on Lake Chiuta - which is shared by the two Southern African states of Malawi and Mozambique - and the poor state of policing and control of fishing activities have led to conservation conflicts which are rocking the management of the African lake.
A glimmer of hope, however, appears more evident as a result of continued consultations by authorities among communities that derive benefits from lake that lies on the frontier of the two countries.
While Malawi and Mozambique share Lake Chiuta, the fishing policies and regulations for the two countries are different and the two countries have different enforcement capacities.

Lake Malawi covers 20 percent of the country's surface, according to the Malawi-German Fisheries and Aquaculture Development Project, and has the potential for the development of "a remarkable fishing industry".

The management system in the artisanal fisheries sub-sector is slowly changing from the conventional “top-down” management approach to community participation fisheries management approach.

The government estimates that 3,000 fish farmers own 7,000 fishponds scattered around the country, producing only 500 tons of fish annually.
Approximately 20% of the country’s land surface is freshwater, including Lakes Malawi, Malombe, Chilwa, Chiuta, and Kazuni, and several major river systems: Shire, Linthipe, Bua, South and North Rukuru, and Songwe.
These lakes and rivers produced 80,000 metric tons of fish in the 1970s.
