Other mythology states that Chi You had 81 brothers, and was a grotesque looking creature: he had six arms, four eyes, the head and hooves resembled an ox and his head was made of metal (copper and iron, mentioned 銅頭鐵額).

Chiyou once ruled over most of northern China and had a highly sophisticated culture.
I opine that it's extremely likely, if Chiyou was a historical figure, and what we know of him in Chinese documents is true, that there are many descendants of Chiyou within even the Han population.
Chiyou is definately Miao's ancestor and some Korean also like to claim, too.

I understand that the Hmong either have lost or have never had a writing system so they could not keep accurate records of their history and that much of their history was passed down from generation to generation through songs, stories and poetry, but to lose one of the most important part of your history?
I believe that chiyou is hmong or miao tribe.
But you have to realize that “Chiyou” happened in ancient times more than 4000 years ago and with all the persecution that we’ve endured since then, it would’ve been impossible to pass that from word of mouth.

See this topic for Niao Sun's official character description from the Shenmue premiere video, which states that she is "one of the Four Leaders of Chiyou Men, in charge of the south".
As Frayed mentioned, just as each heavenly beast is the guardian of a certain direction, each leader could be in charge of the Chiyou Men for a particular region of China (North, East, South, West), dictated by their respective beasts direction (Lan Di/East China, Niao Sun/South China, etc).
You would think that an organisation like the Chiyou Men would have a headquarters somewhere, maybe the 'boss' could be based here, allowing the four 'leaders' to each take charge of a region.
