Shays has earned a lot of respect during his four and a half terms as a congressman (he first won the seat in a special election held in 1987 to replace liberal Republican Stewart McKinney, who had died of an AIDS-related illness).
Shays the polished politician usually takes care to disguise this mean streak, but it leaks out of him in slips of the tongue and unguarded comments.
Shays said he voted against the proposal because it wasn't funded and he wouldn't support any program that would increase the deficit.

We've already seen that Shays, for all his feigned shock and anger at the Republican culture of corruption, was more than willing to support the ludicrously unethical arch-conservative Roy Blunt's candidacy for House Majority Leader, after Blunt hosted a pair of massive fundraisers supporting Shays' re-election.
And we know that Shays has no problem changing his story on who's fault the failed response to Hurricane Katrina was; one minute he's putting almost all the blame on the Democratic state and local officials and the next, he's moving the blame to President Bush in order to distance himself from his so-called "friend".
Shays is not only a panderer, but he's not a particularly good one.

Shays can try to parse this, and argue that he supports DeLay for majority leader but not for Speaker, but even then this is a case of not being, um, entirely honest.
Beyond that, Chris Shays is the most ethical politician that I know, and I am proud of him for having the guts to stand up to party leadership like this.
Shays needs to be held accountable for his record and statements, and DeLay needs to be spanked as regularly as possible.
