Nationalist MSP Christine Grahame, who launched a member's bill on the issue in 2003, is joining the SSPCA to launch the latest phase in its campaign.
She said the executive was committed to introducing tighter controls on dealers bringing in puppies for resale in Scotland.

Two Parliamentary questions have just been lodged that imply that security staff are being compelled to take lunch breaks at a time when lunch is not yet available in the Parliament.
One question, lodged by Scottish National Party MSP Christine Grahame and addressed to the Scottish Parliamentary Corporate Body, asks whether "additional security personnel are required to ensure that there is sufficient cover available to enable staff to take lunch between noon and 2pm each day".
The other asks “what arrangements are in place to allow security staff who are instructed to take their lunch at 11.30am to eat at Holyrood, given that the garden level restaurant [canteen] does not serve meals until noon".
