When Christine Quinn was elected by her colleagues to be the Speaker of the New York City Council, much was made of her being the first woman and the first openly gay person to assume the office.
At Quinn’s election as Speaker, Vallone sat in the front row and blew her a kiss as she paid tribute to him.
Quinn’s 2004 Equal Benefits Law, requiring contractors with the city to give domestic partners of their employees the same benefits as they give spouses, is also being thwarted in court by Bloomberg, threatening to strip the council of its power to use the procurement process to advance social goals in general.
