Christopher Garnett said he was "surprised" at industry talk that GNER's bid was one-third higher than its three rivals - FirstGroup, Virgin Rail and a joint venture between Denmark's DSB Railways and freight operator EWS.
Mr Garnett said: "If we'd bid less the Government would have probably got it all back with the revenue share." There were union fears that GNER would have to cut 10pc of its 3,200 staff to justify its bid.
Mr Garnett added that critics said he had bid too much in 1996, when GNER was projecting 18pc volume growth.
