Some Western composers have embraced the use of microtonal scales, dividing an octave into 19, 31, 43, 72 and other numbers of pitcheses such as the 24 tone quarter tone scale, rather than the more common 12.

Eivind Groven (October 8, 1901–February 8, 1977) was a Norwegian microtonal composer and music-theorist.
The modern Arab tone system, or system of musical tuning, is based upon the theoretical division of the octave into twenty-four equal divisions or 24-tone equal temperament, the distance between each successive note being a quarter tone (50 cents).

To claim (as many would) that the arithmetical construction is more valid than the musical reality is to cease to have any relevance for the realm of music and to engage in a meta-musical game reminiscent of the worst excesses of serialism.
The latter would dictate simply that two voices can be chromatically altered in opposite directions if both resolve by step in the direction of the alteration.
It seems unlikely, though, that one could maintain a sense of "key" unless the diatonic notes are treated as the main notes and the other notes used only for "septimalization" or for passing tones or chords.

To my knowledge, the most radical advances in orchestras since then have been the adoption of steel stings on fiddles, tympani that are chromatically tuned by pedal, the development of the double french horn, and the use of the Boehm system of simplified fingering replaced the old Albert system on clarinets and flutes.
Microtones can be used to a very satisfying end to communicate certain moods.

I am in the process of developing a flexible keyboard-style microtonal MIDI controller and performance software capable of allowing performers to play in tuning systems with more than 12 notes per octave, but have the octave (2/1) still fall within the same physical space as a traditional piano keyboard.
I have investigated several ways of going about this and researched alternate keyboard controllers from as far back as the 1300's.
The approach that is novel with him is that he applies a microtuning not chromatically, but to an already existing form.
