Charles M. "Chuck" LaMar was the first General Manager of the Tampa Bay Devil Rays franchise in Major League Baseball, being hired July 19th, 1995 -- several months after the Tampa Bay franchise was awarded.
During the 8 seasons that LaMar oversaw the Devil Rays franchise, the team compiled a 518-777 record and only once won more than 70 games (2004).
LaMar was fired on October 6th, 2005 by incoming owner Stuart Sternberg in a large franchise shakeup.

Overall the season wasn’t as successful as Lou Piniella had hoped it would be… Piniella was hoping that the team would have cashed in on the strides obtained in 2004, but injuries, retirements and personnel setbacks hurt whatever chances they may have had.
Later on the same day (Mar. 19th), LaMar announces the signing of Alex Sanchez… less then one-month later he becomes MLB’s first steroid causality and is suspended for the first 10-days of the season… on June 13th, the Rays release Sanchez.

LaMar made so many perplexing trades that you had to wonder if his baseball mentor wasn't John Holland, the infamous GM of the Cubs who obtained a broken-down pitcher, Ernie Broglio, by giving up Lou Brock, a future Hall of Famer.
It must be said, of course, that LaMar spent a lot of his tenure trying to cut salary corners, on orders from Vincent J. Naimoli, after the 2000 "Hit Show" of Castilla, Jose Canseco, Greg Vaughn and Fred McGriff blew up in both of their faces.
On July 30, 2004, it was LaMar's good fortune to steal future ace Scott Kazmir from the Mets, who were in the middle of the NL East pennant chase, for Devil Rays staff ace Victor Zambrano.
