The Chuo Main Line (中央本線), commonly called the Chuo Line, is one of the trunk lines of JR, the intercity rail group in Japan.
These trains are a development of the E231 series design used on other commuter lines in the Tokyo area, and will replace the aging 201 series rolling stock introduced on the line in 1981.
The oldest portion of the Chuo Line is the segment from Nakano Station to Tachikawa Station, which dates back to 1889.

I understand if they are coming from Tachikawa, Shinjuku is directly on the train line they will be taking (Chuo-Line) but Chuo-line goes on to Tokyo so 20 minutes more train ride for your friends would spare you a trouble of taking another train to get to Shibuya or Shinjuku.

This was a bit of a deal for me and my school because one station on the line opened up pretty much across the street from our school doors; before then, one had to make a 12- to 15-minute walk from any one of 4 or 5 more or less equidistant train stations.
You may have noticed, by the way, this new line is coming at about the same time we might expect the new residential towers to be completed after they finish the archaeological excavation next door.
By the way, there are other rail extension plans slated for the future, including an extension of the JR Keiyo Line from Tokyo out to Mitaka; it would run in a tunnel underneath the Chuo Line, kind of like an alternate line to relieve congestion on the Chuo.

Lake Suwa is right on the Chuo Main Line (and the Chuo Expressway), and Matsumoto is a bit north on a main connecting line.
Matsumoto is just north of Shiojiri, the transfer point between the western and eastern legs of the Chuo Main line which takes the mountain route between Tokyo and Nagoya.
This is the Western leg of the Chuo Line and, coming from Tokyo, you will normally have to change trains at Shiojiri, near Matsumoto.
