Churchman originally studied philosophy at the University of Pennsylvania in Philadelphia (BA in Philosophy, 1935; MA in Philosophy, 1936).
We can recognize the same pragmatic stance in Churchman's earlier-quoted basic question, which he often used to begin his courses, "Is it possible to secure improvement of the human condition by means of the intellect?" I think this is indeed the fundamental question of all practical philosophy.
In the sixties, Churchman took the step from operations research to the "systems approach." As with operations research before, he wanted the systems approach to be understood as an effort of applied philosophy.

Doubtless, at a particular period of the history of the Church from which we are descended, the term High Churchman was associated with one which designated an attachment to political principles and views not favourable to the principles of freedom.
The constitution of her ministry in that form in which the High Churchman advocates it, supposes the derivation of the authority to minister in holy things from the only source of power in the Christian Church, its divine Head.
The charge generally arises from the ardour, zeal, and vigilance with which the High Churchman guards the prescribed worship of the Church, condemns every departure from it, and resists every practice that may lower it in the estimation of the people, and gradually lead to its disuse.
