GRANTS —; Cibola county officials say they are puzzled by a letter received from the Grants city manager which says the city is being billed for inmates that should be paid for by the state or the county.
The reason county officials are puzzled is because the bills sent to the city are only for those inmates that are jailed for city violations.
Cibola County holds the inmate contract with CCA and all law enforcement agencies are responsible for their inmate costs, Ulibarri said.

According to County Commissioner Jim Frost, Torrance County pays about $48 a day for male inmates and $52 a day for female inmates to be housed in the Torrance County Detention Facility, a private prison in Estancia operated by Corrections Corporation of America.
During Tuesday's commission meeting, Frost said Cibola County officials made a verbal offer of $43 a day for both male and female inmates to be held in that county's jail in Grants—; a deal that could save Torrance County between $20,000 and $50,000 annually.
However, Cibola County's offer— which would include all transportation of Torrance County inmates between Grants and Estancia by Cibola County employees— may just be a starting point for Frost, a self-described former horse trader.

Members of the Cibola County Illegal Dumping Prevention and Clean Up Task Force came to the Grants City Council meeting Monday to enlist the community's help in the effort.
Task force members are not concerned at present with illegal dumping within Grants, but it is a problem in Cibola County as some people would rather dump trash along a country road rather than dispose of it properly in a transfer station or legal dump site.
She said illegal dumping creates threats to public health, threats to economic development and tourism, and she said illegal dumping is a financial burden and causes environmental damage.

The plan will be written jointly by all the area agencies responsible for managing the public lands in New Mexico, she said, including Cibola County, U.S. Forest Service, National Parks, the pueblos of Acoma and Laguna, the city of Grants, the village of Milan and BIA.
Since the county has already approved the 2005-2006 budget, any additional revenue, such as grants that are received after July 1 and not previously approved in the budgeting process, must have the commission stamp of approval before it is submitted to the Department of Finance Administration, she said.

In the western part of the county, sodium and bicarbonate predominate in water from the Chinle Formation.
In the eastern part of the county, water quality is more variable than elsewhere and the predominant constituents include calcium, sodium, sulfate, and chloride.

CIBOLA COUNTY - Old-fashioned Cibola County voters who decide to wait until Nov. 2 to go to the polls will find themselves casting their ballots on the same old Shouptronic voting machines they have used for the past 15 years.
Apparently a couple of voters weren't too happy about the experience; Cibola County Clerk Eileen Martinez said her office received no complaints about the electronic machines they rented for early voting but the New Mexico Secretary of State and the Attorney General's Office did.
Early and absentee voting is still available at the clerk's office and the Grants/Cibola County School Board meeting room on Second Street in Grants today and tomorrow.

 Suit Claims Guard Watched Teen-ager Raped in Jail
The incident occurred in late 1997 at the Cibola County Correctional Center, which was used to house juveniles temporarily because of overcrowding at the New Mexico Boys' School at Springer.
According to the negligence lawsuit, filed in June in U.S. District Court in Las Cruces, Bardwell was sexually assaulted and sodomized on Aug. 31, 1997, by other juveniles in a pod at the Cibola County Correctional Center while guard Calvin Nelson watched and failed to intervene.
After the incident, Bardwell was transferred from Cibola County Correctional to Springer where he was placed in isolation for two weeks in September 1997 and never offered counseling, according to the lawsuit.
