Cicero is a town located in Cook County, Illinois.
Cicero is named for the town of Cicero, New York, which in turn was named for Marcus Tullius Cicero, the Roman orator.
She was well-liked by retired, long-term Cicero residents, but was continually challenged by younger Hispanic opponents before her indictment.

Within a year the Bars sued Cicero again, this time in federal court, challenging their duty to comply with Cicero's Adult Use Ordinance--another part of the town's licensing mechanism for striptease bars-- which seemed to be a part of the 1997 settlement agreement.
Cicero issued the Bars the licenses, but within a year, the Bars were cited for violations of the Liquor and Adult Use Ordinances and their licenses were revoked (according to the administrative complaint, one of the Bars had also, at times, been operating more like a bordello than a bar).
The district court denied Cicero's motion, concluding that the "identity of the cause of action" requirement for res judicata was not satisfied because in the state action the Bars challenged Cicero's repeal of the "F" licencing provision of its Liquor Control Ordinance, while in the present case they were challenging Cicero's Adult Use Ordinance.

In 1997, the Illinois Legislature amended section 14(i) of the IPLRA and removed the former blanket prohibition on bargaining over residency, for peace officers in municipalities with a population less than 1,000,000.
Under this standard, this court could conclude that if Cicero competes with other communities in the Chicago metro area, including Arlington Heights, etc. for firefighters, then it was reasonable for the Arbitrator to have considered whether those communities imposed on their firefighters residency requirements.
Indeed, the Cicero Police have a "me too" clause in their collective bargaining agreement as to this issue and others.

Three Cicero police officers were given notice that they were to be fired for violation of an ordinance requiring employees of the town to live in Cicero.
The Cicero Board of Fire, Police and Public Safety Commissioners intervened as a defendant, claiming that the officers' cases could not be heard before an arbitrator since it alone had authority to determine cause for dismissal of police officers in the town.
It is the public policy of the State of Illinois that where the right of employees to strike is prohibited by law, it is necessary to afford an alternative, expeditious, equitable and effective procedure for the resolution of labor disputes subject to approval procedures mandated by this Act.
