Regardless of management's level of culpability in the aforementioned matters, it's fair to say that their stewardship of the company, if not their ethics, was called into question from the moment they were accused of bilking the Canadian government for tax credits by attributing scripts written by Americans to Canadian authors.
The question for investors, then, was how to reconcile their evaluation of how Cinar was run and the damage to shareholder goodwill with their evaluation of a fair price for Cinar shares based on its business prospects and the potential for damages to its balance sheet.

Cinar, known for the Arthur and Richard Scarry children's cartoons on TV, said that Weinberg and Charest, the husband and wife team who founded the company, will remain as directors and "will retain leadership roles" in the company.
Because of its problems, Cinar said it may not be able to release its financial statements for the 1999 financial year within the prescribed period.

NEW YORK (CNNfn) - Cinar Corp., the troubled Canadian creator of popular children's TV program "Arthur," announced Thursday that it will not be able to file quarterly financial data or its annual report before federally imposed deadlines, and would likely restate its fiscal results for 1997, 1998 and most of 1999.
    Cinar's troubles began in October when several Quebec writers claimed the company was abusing their rights and stealing intellectual property by attaching other people's names to their work.
    Cinar's woes deepened in March when Micheline Charest resigned as chairman and co-chief executive, while her husband Ronald Weinberg left his posts of president and co-CEO, and the chief financial officer was fired after Cinar disclosed that C$122 million was invested in bonds without its board's knowledge.
