Linear attenuation coefficient of cinder blocks
Blocks with nominal dimensions of 8" x 8" x 16" (the finished external dimensions are commonly about 7.5" x 7.5" x 15.5") may be either solid or may be partially hollow.
There are other variations of the cinder block, one other being a block with three separate cavities, each about 3" x 5" in cross section extending through the thickness of the block.
If you know the physical characteristics of the cinder blocks you are dealing with you should be able to make a reasonable estimate of their attenuating properties.

Cinder block modular diffusor - Patent 4964486
2-5, the block 15 is shown in detail to include a plurality of wells 25, 27, 29, 31, 33 and 35 having differing depths with respect to one another as determined through implementation of the quadratic-residue number theory sequence.
1, it should be understood that for structural integrity, the blocks 21, 11, 13, and 23 are assembled on the blocks 15, 17, and 19 in a staggered overlapping relation through the use of mortar designated generally by the reference numeral 3.
Thus, while the blocks 15, 17 and 19 each include a single well defined sequence of wells determined in accordance with the quadratic-residue number theory sequence, the blocks 21, 11, 13 and 23 only include portions of these sequences of wells and must be assembled together to provide complete such sequences.

Enough unburied rafted blocks exist to suggest North Crater may have been 40 m (131 ft) taller and 200 m (656 ft) wider at the base before rafting events carried away portions of the cone.

Advice to replace cinder blocks in wall - DoItYourself.com Community Forums
Just replace the blocks that were removed, make sure the hole is square and fit in the blocks, use type S motar, the other blocks are probaly not filled solid a small hole for an AC does not hurt the integerty of the wall, triyng to cut out the other blocks will cause more damage
If you have trouble getting the top block in, dry fit it using some wood shims as spacers- then tuck point around it and pull the shims out when you have the block packed in there good and solid and repair the holes the shims left.
If you do need to knock out some blocks- (if they were indeed "cut" they may have been cut in a bad spot as far as your layout is concerned) you just need a small 5 lb hammer and perhaps a wide cold chisel to remove all the old mortar.
