Independent circuit court judges were appointed by the legislature from 1824 to 1827 and from 1835 to 1841.
The terms of associate judges were shortened to four years by the Constitution of 1970, and it required that they be appointed by the circuit judges.
Circuit courts were empowered to hear appeals from justices of the peace as well as to naturalize citizens.

Schaeffer, 58, who is the longest-serving chief judge in circuit history, will continue serving as a circuit judge in the civil division until her scheduled retirement in 2004.
Schaeffer said administrative duties as chief judge have kept her out of the courtroom more than she likes, and that is the primary reason she wants to step down as chief judge.
