Cirrus Aircraft Parachute System - Wikipedia, the free encyclopedia
The Cirrus Aircraft Parachute System (CAPS), is a "ballistic parachute" system created by Ballistic Recovery Systems for Cirrus Design, to safely lower a light airplane from an emergency in the air to the ground.
The CAPS system is designed into all of the aircraft Cirrus builds - SRV, SR20, and SR22.
Similar BRS systems are available for other common light aircraft, including the ubiquitous Cessna 172, and for ultralight aircraft.

Cirrus Design - Wikipedia, the free encyclopedia
Cirrus aircraft are designed around advanced technologies, with Avidyne FlightMax digital flight displays and modern avionics as standard equipment.
Cirrus is the first manufacturer to be awarded FAA certification for a production aircraft with a ballistic parachute system.
The system is designed for the safety of the occupants rather than the aircraft, and serious damage may result to the aircraft when used.

Cirrus SR20 - Wikipedia, the free encyclopedia
The SR20, like the slightly faster SR22, is equipped with Cirrus Design's Cirrus Aircraft Parachute System, a large parachute which can be deployed in an emergency to lower the entire aircraft to the ground safely.
Despite the CAP System the Safety record of the SR20 hasn't been perfect, and the aircraft has had a number of accidents resulting in fatalities when the parachute either didn't deploy correctly or deployed too late.
Cirrus has made some changes to the parachute system because of this.

Damn Interesting » Cirrus Airframe Parachute System
His company, Cirrus Aircraft, developed the CAPS system for its small planes; and they include other state-of-the-art safety features as well, such as a a full roll cage, and a realtime digital map that shows locations of other nearby aircraft and the details of the terrain.
The parachute is deployed with a red, T-shaped CAPS handle in the cockpit, which fires a solid-fuel rocket that deploys the parachute within a few seconds.
In 2003, Cirrus had 33% more accidents than the aviation industry standard, however an investigation by the National Transportation Safety Board found that nearly all these accidents were due to pilot error, not problems with the aircraft, and that the parachute system was not deployed in these incidents.

Cirrus SR20/22 - Was this a bad idea? - PPRuNe Forums
The FAA apparently allowed the aircraft to be certified without this ability, based on the fact that the CAPS (Cirrus Aircraft Parachute System) was installed in the aircraft.
Actually the parachute idea was in the plane from very early on - the founder of the company had being in a mid air and lived to tell - figured you needed a little more than luck.
I have never flown that aircraft but it sounds to me like it is extremely hard to get the thing to spin so it is probably extremely unlikely that a pilot would ever encounter one if they dont grossly mishandle the aircraft.
