The Silver Star is the successor decoration to the Citation Star which was established by an act of the U.S. Congress on July 9, 1918.
The original Citation Star is incorporated into the center of the Silver Star Medal, and the ribbon for the Silver Star Medal is based closely on the Certificate of Merit Medal.
The Silver Star is a gold star, 1½ inches (38 mm) in circumscribing diameter with a laurel wreath encircling rays from the center and a 3/16 inch (5 mm) diameter silver star superimposed in the center.

By now, a key incident for which Kerry obtained the Silver Star is well known: He shot a fleeing enemy soldier in the back, presumably acting, in the words of the statute, with “gallantry.” We have reproduced in its entirety that portion of the citation which is significantly different from Citations 2 and 3.
The wording of the citation whether it was on the certificate or a separate document was lifted or copied from the general order.
If the citation or reason for the decoration as it appeared in the original general order required a change or correction, it was accomplished through the issuance of an amendment.

Stars of the field finally have the right to rely on their own authority, at least in terms of the citation practices they follow.
The reason star scholars of Elbow's caliber are not as dependent as neophytes on citation is because they begin to rely on the ethos built when others cite them.
Also, I want to temper my theory of star citation with the point that it certainly matters what the intent of the article is. It seems that anecdotal, pedagogical essays allow more room, in general, for casual citation, while bibliographical or "overview" essays clearly require much citation.

The Silver Star medal was created in 1932 and was extended to the Navy and Marine Corps by Act of Congress (Public Law 702, 77th Congress) approved August 7, 1942.
Since the earliest action for which a Silver Star was ultimately issued was during the Civil War, Members of the Army have therefore been eligible to receive the Silver Star for qualifying acts from April 15, 1861 to the present.

The Citation Star was a silver star device which was attached to the service ribbon of the campaign medal for which the individual was cited in Official Orders for Gallantry in Action.
To convert their Citation Stars to Silver Star medals, service members were required to present copies of the official orders which made them eligible for the Citation Star.

I am convinced that the language used in my citation for a Bronze Star was language taken directly from John Kerry's report which falsely described the action on the Bay Hap River as action that saw small arms fire and automatic weapons fire from both banks of the river.
Larry Thurlow's citation contained references to "enemy small arms and automatic weapons fire," because that was the language chosen by John Kerry who penned the "spot report" on the action that day.
I think it'd be a stretch to argue that he had some duty to flyspeck the citation language, or that he's "adopted" the wording of the citation by his failure to read it or his silence.

Thurlow had refused to refused to divulge the citation on his own award but it was obtained by the Washington Post independently, and it shows that there was indeed fire from the enemy.
His Bronze Star citation, which could not have been written by Kerry either because it mentions details that Kerry simply could not have known given the relative positions of their boats, clearly mentions enemy fire and "suppressing fire" from Lambert.
Kerry's Bronze Star citation recounts the events of that day and include this sentence, "In addition, all units began receiving small arms fire and automatic weapons fire from both banks." Versions of this citation were signed by the Secretary of the Navy and the Commander of U.S. Naval Forces in Vietnam.

The Silver Star citation is more than likely the original citation taken from the award submission.
It is worth noting that the requirement to go to CINCPAC applied only to the Silver Star, hence only the Zumwalt and Lehman citations for the Bronze Star, i.e., Zumwalt as the final approving authority and Lehman for the replacement/reissue.
It is odd that they could not have just given Kerry copies of the original citations and I am at a loss for the reason to change the last sentence of the Silver Star citation, even if it is boilerplate language.
