Citrus County, which was established in 1887, has appropriately dubbed itself the "Nature Coast." Much of its territory is preserved in state forests and parks, including "Nature's Fish Bowl" Homosassa Springs, Lake Tsala Apopka, the manatee sanctuaries at Crystal River, and the site of Seminole War-era Ft. Cooper.
The county commissioners originally met at a local church, while court functions were conducted in the Moffatt and Gaffney residences, the latter rented for the sum of $19 per month.

Citrus County was named in honor of the fruit as a robust citrus growing industry developed in the eastern part of the area and it became a focus of intense economic expansion soon after the War Between the States.
The village of Mannfield (geographically located in the center of the newly created county) was selected to be the acting Citrus County seat for two years, after which a vote of the county electors was to decide the permanent site.
To affect the transfer before the injunction could be served the Inverness faction moved the county government in the middle of the night in May 1891, transferring all county records, court furniture and fixtures in wagons brought for that purpose.

In that same census, Mannfield, which was to become the county seat of Citrus County a few years later, had a population of 250 and Crystal River had a population of 200.
Around the same time, Citrus became the big industry in the eastern part of the county, helped along when the Florida Orange Canal and Transit Company built a canal from the groves to the Lake Panasoffkee railhead in Sumter County allowing fruit to be barged through the canal and along the Withlacoochee River.
The big freeze in 1894-95 ended the citrus industry in the county just at the time that phosphate was discovered in the area and the worker population swelled until World War I terminated the flow of phosphate to European markets, the mines closed, and the population plummeted.
