The City Loop was accepted as the solution to the platform capacity dilemma, allowing up to 24 trains per platform per hour at Flinders Street, in both directions (around 4,100 trains a day).
The Loop would also bring train commuters directly into the CBD, dropping workers closer to their offices, students closer to RMIT University, and bringing government officials directly to the Parliament buildings, among many other things.
The Melbourne Underground Rail Loop Authority (MURLA) was created in February 1971 to oversee the construction and operation of the Loop, and the Melbourne Underground Rail Loop Act (1970) paved the way for the project to begin.

SAN MARCOS – This city and the North County Transit District reached a compromise yesterday in their legal battle involving a planned commuter rail loop to Cal State San Marcos and the closing of Shelly Drive.
At a court hearing yesterday, the city's lawyer said San Marcos is willing to drop its request for a temporary restraining order that could have halted work on a 1.7-mile loop coming off the main line of the Sprinter, the communter track between Oceanside and Escondido.
The compromise suggests the city is focusing more on the street closure issue and less on trying to derail the loop, which is to serve the university.

It is a fairly simple idea - a one-way circuit of the city centre built by rearranging one-way streets and tinkering with junctions around the edge of the central area.
The idea is that traffic travels around the central area until the nearest point to its destination, encouraged to do so by traffic light timings making the Loop a fairly fast route, and by altering other streets so that it's virtually impossible to get across the city any other way.

The Willow City Loop is a 13 mile scenic drive located a little north of Fredricksburg off of Texas Highway 16.
It's not terribly well known (though its popularity can not be diminished), it's not particularly easy to find (with patience you can make it there), and it's not really on the way from anywhere to anywhere else (but it is well worth the venture).
