If you are designing a building or a station or a train from scratch, puting in lifts and ramps as part of the original design and building efforts is not a terribly big deal.
This line is well known for its inadequate infrastructure, and the proposal to upgrade this line is called Thameslink 2000, because that was when it was initially supposed to be finished by.
