A queer quirk of the Texas City explosion was found by Johnny Hendrickson, photographer for The News, in a tour of the devastated area Thursday.
Although not all casualties were residents of Texas City, the total was equivalent to a staggering 25 percent of the towns estimated population of 16,000.

But first, the city needs to get easements from all the property owners - not an easy task when there is lingering suspicion of the city's intentions that tie in with the issue of failed bulkheads.
The city threatened last year to remove some of the faulty steel bulkheads, declaring them a public hazard, and bill the owners, but the city backed off after losing in court its right to take such action.

I am not sure where you are but I am sure that the size of a city block varies from city to city.
It is very flat here and there were no trees when the city was established so the central part of the city is laid out with streets rinning east-west and north-south.
I asked the the Regina Urban Planning Board, an agency of the city, and the response was that in Regina there are 16 blocks to the mile on easy-west streets and 9 blocks to the mile on north-south streets.
