A city designated by government ordinance, or Government Ordinance City (政令指定都市 seirei shitei toshi or 政令市 seirei shi) is a city of Japan that has a population greater than 500,000 and important economic and industrial functions, and that is considered a major city in Japan.
The city was founded on May 1, 2001 and was designated on April 1, 2003 by government ordinance.
Fukuoka (福岡市;; -shi) is the capital city of Fukuoka Prefecture and is situated on the northern shore of the island of Kyushu in Japan, across the Korea Strait from South Koreas Busan.
