The council house was designed by Yeoville Thomason, and construction began on the building in 1874 when the first stone was laid by the then mayor Joseph Chamberlain.
On August 9, 1902, the council house, along with the Town Hall, was illuminated in celebration of the coronation of King Edward VII.
The Council House was extended a second time 1911-1919 (architects Ashley and Newman) by the building of a new block to the north and connected to it by an intricately designed archway (internally a corridor).

At a time City Council members were cutting $35 million from the budget - and asking city employees to do without cell phones, overtime, city cars and travel - their own office budgets remained untouched.
Council members often circumvent city purchasing procedures, give employees year-end bonuses that would be forbidden in civil service jobs, and dodge the city's residency requirement by paying office staff as independent contractors, an Enquirer review of council office budgets found.

Seattle City Council members plan to vote Monday on an agreement to continue giving Nucor Steel a deal on its electrical rate, in exchange for $9 million up front for Seattle City Light to settle an earlier contract.
It is similar to a contract the city signed with struggling Birmingham Steel two years ago in an effort to keep the West Seattle plant in business.
Birmingham Steel ended up declaring bankruptcy anyway and the operation was sold to Nucor.
