The City of Blacktown is situated approximately 35km from Sydney, New South Wales, Australia on the Cumberland Plain in the heart of Western Sydney.
Blacktown City is youthful, with over half the population (117,179 persons or 50.5%) under 30 years of age.
Blacktown City recorded the eighth largest increase in resident population in Australia in the Intercensal Period (1991-1996) and the second largest in NSW with an increase of 20,548 persons, average annual growth rate of 1.9%.

Blacktown City has the largest Aboriginal and Torres Strait Islander population in NSW while the City is also youthful with 42% of the population under the age of 25.
The Blacktown City Underpass Project is an Urban Improvement Program partnership between Council, Planning NSW and the Department of Housing, which aims to improve the amenity of 6 pedestrian underpasses within the Mt Druitt area.

The City of Blacktown Pipe Band was formed as the St Johns Ambulance Pipe Band, because of its close association with that movement.
The management committee was approached by the Blacktown Council and from this meeting the City of Blacktown Pipes and Drums was born.
Since becoming the City of Blacktown Pipe Band, the band has won the NSW State Pipe Band Championships, East Coast of Australia Championships and the No.2 Band has gained 2nd place in the Australian Grade 4 Championships twice.

A group of local citizens with a strong interest in history had long viewed the building as being a perfect venue for a local museum.
In the late 1980's, with the use of funds from the Riverstone and District Historical Society, and a Bicentennial grant, a deal was struck with the Masons for the purchase of the building by Blacktown Council, for use as a museum.
The Council then undertook renovation work on the building and surrounds and on the 3rd of December 1988 the Blacktown Bicentennial Museum was officially opened.
