From this point on the use of the term "the city of David" is never descriptive of the whole of Jerusalem, and the proper conclusion is that the fort became the royal grounds, with palaces and offices of state, and, as particularly described, the tombs of the kings of David's house.
The second example, which describes the preparation for the removal of the ark from its tabernacle in "the city of David" to its final place in the temple, again distinguishes the place of the temple, which was in Jerusalem, from the former fortress.
This shows again that the city of David was, by Manasseh's second period, only a small part of the whole city of Jerusalem, which was walled about with high walls encompassing all the ground to the west of Moriah.
