Port Phillip seen from Frankston on the eastern shore of the bay.
Port Phillip was formed about 10,000 years ago at the end of the last Ice Age, when the sea-level rose to drown what was then the valley of the Yarra, which flowed down what is now the eastern side of the bay.
Port Phillip was then left undisturbed until 1835, when settlers from Tasmania led by John Batman and John Pascoe Fawkner (who had been at the Sorrento settlement as a child) established Melbourne on the lower reaches of the Yarra.

The City of Port Phillip is a Local Government Area in Victoria, Australia located in the inner suburbs of Melbourne with an area of 20.62 km².
As at 2006, the estimated resident population is 85,674 [1].
Compromising seven wards, it is predominantly an amalgamation of three former cities - St Kilda, parts of South Melbourne, most of Port Melbourne, plus a small portion of Windsor - enacted in 1994 to form the new City of Port Phillip.

This forms the basis for Smith's rent-gap theory, which he described as the disparity between "the actual capitalized ground rent (land value) of a plot of land given its present use and the potential ground rent that might be gleaned under a 'higher and better' use" (Smith, 1987b, p.462).
The movement of gays into an area is sometimes seen as a domino effect--once a few "pioneers" move in, a wave of gays (and bohemians/hipsters) eventually follows, driving up property values and rents, until the process is repeated again, somewhere else.

As director in 1997, I took on the job in unusual circumstances, the city of Port Phillip had previously appointed another person to the position but in the interim he had taken up a full-time position elsewhere.
In '97 with the support of the Port Phillip Council and the Australian Film Institute I initiated the first national tour of the St. Kilda Film Festival.
In both my years there were a number of filmmakers, as well as other festival directors, who made the effort to travel from Sydney in particular, but also from all Australian cities, who were genuinely excited to have their films in the St. Kilda Film Festival and in such a beautiful venue as the Astor.
