In South Africa, a metropolitan municipality or Category A municipality is a municipality which executes all the functions of local government for a city or conurbation.
In the Municipal Structures Act[2] it is laid out that this type of local government is to be used for conurbations, "centre[s] of economic activity", areas "for which integrated development planning is desirable", and areas with "strong interdependent social and economic linkages".
The metropolitan municipality is similar to the consolidated city-county in the USA, although a South African metropolitan municipality is created by notice of the provincial government, not by agreement between district and local municipalities.

The City of Tshwane Metropolitan Municipality made history on 11 August 2005 with the unveiling of the novel Cell Power prepaid electricity vending system.
The event was held in Mamelodi, Tshwane, and officiated by the Executive Mayor, Father S Mkhatshwa, MMC LL Nawa and Cr P Morulane, and attended by a large number of the members of the community.
The commissioning of the Cell Power system to vend prepaid electricity to the community represents a milestone event by the City of Tshwane Metropolitan Municipality, as this system is the first of its kind in SA.
