The Civil Contingencies Secretariat (CCS) guides and co-ordinates the activity taking place across government departments and wider stakeholders to ensure that the UK is resilient to any event which could pose a disruptive challenge to the welfare and day to day activities of the UK.
Civil Resilience is the responsibility of many Government Departments and their Agencies as well as stakeholders in the Emergency Services, Voluntary Sector and key industries such as utilities and transport providers.
The CCS provides the secretariat to the official and Ministerial committees which oversee the policy and communications work on resilience (see the current list of Cabinet Committees).

For many years after the war, government attention was focused on civil defence (remember civil defence?) - a focus sharpened by the belief that we needed to plan for survival in the event of nuclear war.

It said a "strong central authority" was needed to lay down the law in Whitehall and co-ordinate the work of the various government departments involved in emergency planning.
The committee was particularly critical of the Civil Contingencies Secretariat which was set up last year before the September 11 attacks specifically to co-ordinate government response to disasters.
The committee did endorse the decision to give ministers rather than officials the responsibility for authorising the shooting down of a civil airliner in the event of a September 11 style suicide attack.
