Beside the naval ensign the civil ensign is one of the two original types of the national flag.
Well-known examples are the Italian civil ensign showing the shield with the arms of the sea republics or the Polish civil ensign with the arms of Poland.
The simpler one is used as civil ensign (and in most cases also as civil flag), whereas the version with the arms is mainly used by the government and the military.

The colonial blue ensign, defaced with a modified version of the state arms on a disc was official for all purposes at sea.

It continued the existing practice that, "A ship wishing to make a signal hoists her ensign with the code flag under." A new ensign was introduced to identify British colonial merchant ships, a white circle in the fly of the Red Ensign, with the badge of the colony inside the circle.
The New Zealand Government agreed to this, and a request for approval of the ensigns was forwarded to London on 5th July 1898 by the Governor, the Earl of Ranfurly.
The ensigns were authorised by an Admiralty Warrant dated 7th February 1899, announced in the New Zealand Gazette on 23rd November 1899, and came into use on 1st January 1900.

 Civil Ensign (Israel)
The civil ensign of Israel —or as originally called, the flag of the merchant fleet— was adopted on 19 May 1948, only 5 days after the Declaration of Independence, well before the national flag which was officially adopted only in October.
As I already noted, by comparing this description with the descriptions of the national flag and the naval ensign, the use of 'dark azure' in one place and only 'azure' in another, does not imply different colours but the same colour.
I came across this strange stamp from 1958 where —in order to be in the same color as the stamp— the artist made also a green civil ensign.

Most of the time the national flag is flown rather than the civil ensign although there are still occasions where the latter is used.
The most notable thing about the red ensigns I have seen is the absence of the blue fimbriation that, according to regulations, should separate the canton from the red background.
This is hardly surprising, since the fimbriation is unnecessary for the 1963 version of the National Flag, whereas, it would be required to separate the 11th stripe of the 1950 flag from the field.

The naval ensign of year 1944 is the Croatian tricolour with the state coat of arms offset towards the hoist (the axis is on 7/18 of the flag length, height is 1/2 flag width).
The Air Force Ensign is "histed on the air Force Command and on all airports from sunrise to sundown" according to 1941 decision.
It is "used on all airfields, offices and buildings of the military air force" according to 1943 decision that equalises the status of this flag with the flag of the Navy.

 Colombia - Flags for Use at Sea
One comment to the putative using the civil ensign by Colombian diplomatic missions: the Colombian embassy in Prague uses the national flag, not the ensign.
In my opinion, there are two real possibilities: one is that the civil ensign being also the state ensign, the other is that the war ensign being also the state ensign.
The civil ensign is distinctive from that of Ecuador as it has a seal while Ecuador uses her plain flag.

This flag was based upon the British civil air ensign, and was adopted in 1935.
Unlike its British and New Zealand counterparts, this flag was kept 'alive' for many years, as the Civil Aviation Authority used this flag as its logo, until the CAA was disbanded a few years ago.
It appears that the civil air ensign is still in use, at least by the transport minister.

According to Smith 1980 this design is the state flag, and also the state ensign and war flag (although the simple tricolour could be used as the state flag, too).
I believe that the arms are centered on the German state flag and offset toward the hoist on the German naval ensign and jack.
The state flag and ensign are the same, but with the shield not really centred but placed toward the hoist.

According to Lux-Wurmʼs book [lux01], on 17 November 1915, the civil ensign of Morocco under French Protecorate was officialized, as a red flag with a green pentagram placed in the middle.
According to Flaggenbuch, the flag with the French Tricolore in canton was the civil ensign, not the national flag.
This is not illogical, since the French protectorates of Morocco and Tunisia were theoretically independent states which had “required” the generous protection of France (as opposed to Algeria, which was part of the French Republic and had not required anything).
