While the United Kingdom has no codified constitution, (it is only partially written) it is a signatory to the European Convention on Human Rights (ECHR) which covers both human rights and civil liberties, and the Human Rights Act, which incorporates the great majority of Convention rights directly into UK law.
Despite the UK's liberal heritage, the Government's Information Commissioner stated in 2004 that the country is currently in danger of becoming a surveillance society.

In its first major decision affecting freedom of speech, the Supreme Court, in Schenck vs. United States (1919), enunciated the clear and present danger doctrine, a principle that said people should have complete freedom of speech unless their language gave rise to a clear and present danger.
In applying this clause, the Court has prohibited a state from closing all private religious schools, requiring those who object on religious grounds from saluting the American flag (having upheld the law just three years earlier), and allowed the Amish to refuse to follow the law requiring mandatory school attendance.

The newest version of this time-tested treatment of civil liberties is true to the original, and each iteration since, but updated through 2002.
The book could probably serve as a main text in an undergraduate course on civil liberties and rights, although it would be most useful as a supplemental text, in addition to a casebook.
I would also recommend the book to graduate students who are entering the field of public law but are not satisfied with their background in civil liberties.

To ultimately win the war on terror, Clarke said the United States has to somehow begin winning over the millions of Muslims who, though not actively fighting, are supporting radical causes monetarily and through other kinds of support.
In the United States, he said, airlines are undoubtedly safer, but the nation hasn't spent the money needed to make trains, container ships, and other potential terrorist targets safer.
