In the British system of Civil Service, civil servants are career employees recruited and promoted on the basis of their administrative skill and technical expertise, and as such do not include, nor are appointed by, elected officials or their political advisors.
Civil servants are expected to be politically neutral, and may be prohibited from taking part in political campaigns.
This was changed by the Pendleton Civil Service Reform Act of 1883 and today U.S. civil servants are appointed and recruited based on merit, although certain civil service positions, including some heads of diplomatic missions and executive agencies may also be filled by political appointees.

Civil Service Law & Employment Regimes
The essence of civil servant status is that the legal basis for employment -- the laws and regulations that shape the nature of employment contracts -- is different from that found elsewhere in the economy as defined by the general labor law.
Civil servants are "appointed" by decision of an authorized public institution in accordance with the civil service law.
The intent of civil service legislation is to balance the requirement these employees be responsive to the government of the day, with the parallel requirement that they respect and maintain state institutions over time.

City Journal Autumn 1997 | Fixing the Civil Service Mess by Walter K. Olson
Civil service regulations, once seen as a crucial element of sound governance, have long since become a key barrier to it.
What today passes for civil service "protection" is something unrecognizably different from—and often even the opposite of—what reformers were trying to accomplish in the golden age of civil service, from the mid-nineteenth century to the mid-twentieth.
After all, even though Mayor La Guardia was a strong friend of civil service principles, his biographers delight in telling stories of his unannounced drop-ins to city agencies, his explosions of temper when he caught employees misbehaving or slacking, and the drastic consequences for those employees—which often included instant dismissal.

MSN Encarta - Stamps and Stamp Collecting
The collecting and study of postage stamps and related items such as postcards is known as philately, a word derived from Greek meaning, literally, “love of what is free of further tax.” Stamp collecting is one of the most popular hobbies in the world.
The idea for the adhesive postage stamp was first suggested by the English schoolmaster and civil servant Rowland Hill as one of the many postal reforms in Britain in 1837.
Hill's conception, for which he was later knighted, was derived from similar labels that had been issued almost a century earlier in many parts of Europe as a way of collecting a tax on newspapers.
