To be eligible for election, a civilization must control either 25% of the world's population or territory, although the civ that actually built the UN is always automatically a candidate.

This is sort of the Civilization equivalent to the wild wild west were outlaws and thieves get a substantial cut unless you build necessary city improvements and garrison troops.
The problem with the combat system in Civilization 3 is that in an attempt to balance the effects of technology and game play the developers allow the game to produce some ridiculous results.
Civilization 3 seems to be more of an upgrade to Civilization 2 than it was to Civilization, but many of the "new" features we've played in other titles that came out before Civilization 3.

Civilization possesses me. I'm not being glib when I say I mailed my Civ 2 CD to a friend in Saint Paul so I could get some work done.
I don't know about Civ III being the greatest game of all time, but of the build you own empire games, I'd have to say that yes, Civ is definitely the best that I have ever played.
I haven't actually played Civ III yet, but I would hope that it isn't buggy; after all, being buggy is something that can bring an otherwise excellent game to it's knees.

There is no stacked unit option in Civ III as there was in the Call To Power series which is a shame as it gave extra purpose to producing an assortment of military units.
