The Clarity Act (2000) states that the Government of Canada will not enter into negotiation on secession unless the House of Commons determines that there has been a clear expression of a will by a clear majority of the population of that province that the province cease to be part of Canada.
Essentially, the Clarity Act is an extension of the Supreme Court’s opinion that a province cannot secede unilaterally, but that the Government of Canada is obligated to negotiate a secession if there is a "clear mandate on a clear question." But the Clarity Act still leaves many things unclear.

Brigitte Pellerin of the Ottawa Citizen newspaper says (June 3, 2004) it's time to scrap the Clarity Act, the legislation which gives Ottawa the right to refuse to negotiate Québec's secession following a secessionist referendum victory, if Ottawa decides that the referendum did not abide by the requirements of the Act.
In future referendums, I would argue that the publicity surrounding the Clarity Act will make it increasingly difficult for even the most ingenious dissemblers to fool so many of these uncertain separatists.
I do agree however, that the Clarity Act is weakened by Ottawa's silence on the use of force to defend its integrity.
