Claro M. Recto (1890-1960) was a Philippine nationalist leader and president of the 1934 constitutional convention.
Recto was preparing to launch his Filipinist crusade in the tradition of the Propaganda Movement of the 1880s when he died of a heart ailment in Rome, Italy, on Oct. 2, 1960.
It was due mainly to Recto's sagacity and intellectual acumen that the convention succeeded in framing and approving on Feb. 8, 1935, a constitution which would truly reflect the Filipinos' capacity to frame laws and principles that would govern their lives as free, responsible citizens in a democracy.

When Manila was set to honor Sen. Claro Mayo Recto in 1961, Azcarraga was scratched and the street was renamed Recto, stretching from Legarda up to Del Pan, Tondo, under Ordinance No. 4377 on Feb. 17, 1961.
Ordinance No. 4441 was amended by Ordinance No. 4377, relative to the renaming of Azcarraga Street as Claro M. Recto Street, by changing the classification of street to avenue on Oct. 2, 1961.

In February 1997: the review, Claro Mayo Recto was featured and in the July issue of la revista, la revista:julio 1997,Tony Fernandez´s article on Spanish in the Philippines appears.
Most headlines that announced his death described Recto as "Nationalist Crusader" and alloted a lot of space describing his political beliefs rather than as one of the most influential writers in the Spanish language in the Philippines, and no doubt one of the finest Filipino lyric poets of his time.

To stress the point, I would like to echo the wise counsel and caveat of the great jurist, statesman and constitutionalist Claro Mayo Recto, which I shared with your fellow judges in the Induction of Officers of the RTC Judges of Manila held last July.
Truly, the wisdom and caveat behind Recto’s words are as clear and applicable today as they were first written by this eminent Filipino many years ago.
Thus, Canon 1 of the Code of Judicial Conduct mandates that a judge should uphold the integrity and independence of the judiciary; he should ever be vigilant against any attempt to subvert such independence and resist any pressure from whatever source.
