The Clatskanie People's Utility District was formed by a majority vote of the people in 1940 in order to obtain the benefits of reliable low cost power for this area.
A two mill tax was levied in 1941 which brought in approximately $4,500 and that has been the only cost to the taxpayers for forming the District.
Service began in 1943 to the Clatskanie and Quincy areas and has extended through the annexation to the Communities of Westport, Alston-Mayger and Rainier.

Forty miles west of the mouth of the Columbia River, the Westport Slough historically offered migrating chinook, coho, and sockeye salmon, steelhead, and cutthroat trout a preferred shortcut to the Clatskanie River, as well as access to 24 miles of habitat in the eight streams that flow into the slough.
The absence of Clatskanie River flows through the slough to the Columbia River turned it into a silt-laden, dead waterway, and also required regular dredging of accumulated silt on the Clatskanie River side of the plug.
The Council partnered with the Army Corps of Engineers, the community of Clatskanie, and other state and federal agencies to replace the plug with a twelve-foot culvert to restore water flow and fish passage between the waterways.

Phase two will start during the winter planting season and focus on the banks of the Clatskanie River where a private landowner is interested in reducing stream temperatures by planting trees and also sharing the results of the experience with her neighbors.
