In spite of the opposition of Webster and other prominent statesmen, Clay succeeded in enacting a tariff which the people of the Southern states denounced as a "tariff of abominations." As it overswelled the revenue, in 1832 he vigorously favored reducing the tariff rates on all articles not competing with American products.
In 1832 Clay was unanimously nominated for the presidency by the National Republicans; Jackson, by the Democrats.
The result threw Clay into paroxysms of rage, and he violently complained that his friends always used him as their candidate when he was sure to be defeated, and betrayed him when he or anyone could have been elected.

The Clay County Constitutional Commission (CCCC) appointed to create the new constitution was given until August of 2005 to deliberate and write a draft to be placed on the ballot.
As proposed, the county governments power would be concentrated in the hands of the chairman of the county council and the county manager, who is the administrator of the government.
This point is important because each year the county spends millions of dollars and under this proposal the public would have very little input or influence as to how that money would be spent.

Although Clay County organized in 1822 and Liberty was chosen as the county seat, it was not until the May term of court in 1828 that this proclamation gave authority for building the first courthouse.
Subsequently enlarged by additions on the east and west, it was described as being in poor condition by 1847-48.
The building was received by the court November 9, 1859, and the Tribune boasted, "Clay County now has the best courthouse in the state." This courthouse was sold to a St. Joseph wrecking firm for $330 and razed in 1934, as the square was prepared for the next and present courthouse.
