		Through an act of Congress, the creation of a Department of Homeland Security (DHS), a cabinet-level agency designed to streamline and co-ordinate the various agents of federal government bureaucracy charged with protecting domestic soil from terrorist attacks.
		This act reduces caps on toxic chemicals in the air and cuts enforcement of the Clean Air Act, and is opposed by environmentalist groups such as Sierra Club.
		By 2018, the Clear Skies Act would allow 450,000 more tons of NOx, one million more tons of SO2, and 9.5 more tons of mercury than what would be allowed by enforcement of the Clean Air Act.
