View private files are files residing in the Clearcase filesystem but not under the control of Clearcase.
The Clearcase view and versioning system is based on a directory structure beneath what at first appears to be a standard set of files in a directory structure.
Clearcase stores the full contents of the file saved and not a diff between versions like RCS or SCCS which builds versions of the file when neccessary.

I have look into ClearCase for some source control issues at my work, Most CM people tend to agree that if you either have a rigid well defined CM Process or a full time Admin (and preferablely both) ClearCase as a tool can be a pleasure to use.
The default policies of ClearCase out of the Box are set for Rational's UCM (I recently talked to a Rational Sales team on site and I asked about it) Yes you can change your policies to reflect your CM Process or lack of one.
And learning about ClearCase and ClearQuest can be quite a chore, since for all of their expertise in building OO and component-based software, I'm of the impression that nobody at Rational could design a decent user interface to save their life.

Actually, Clearcase originated at Atria and was designed by defectors from Apollo Computers back in the late '80s.  I was supporting Apollo dev tools back then when HP bought and dissected the company, and I was one of the original tech supporters of Clearcase.  Even caught one of Paul Levine's marketing talks for 1.0 beta.
Clearcase is neat in a large, multi-team environment, but yes, I can see why it would be the death of a small company.
On a single OS platform ClearCase doesn't take a dedicated admin, except as you work to set it up with automating your processes and putting in enforcement triggers.  I speak from 10 years experience on this.

Most clearcase commands are close to their unix analogs (or in the same spirit, when there is no analog), and the documentation is in man pages.
I was confused by some of these references to a clearcase file system, and of the build process being integrated to the point that it took other developers object files instead of recompiling provided it met the dependancies.
Clearcase's graphical tools, like the graphical merging tool, and the ability to see and compare branches and versions from within their gui is definitely a bonus.
