The Mobile Support Team was composed of the OIC, a Navy Line Lieutenant, and ten to fifteen enlisted men of various technical rates commensurate with PTF/PCF craft upkeep and repair.
He was the founder and first commander of CSS and formed the Sea Commando Teams - Luc Luong Biet Hai in 1964 (original team trained in Nha Trang in 1960 for sea command missions under CIA).

 IRAQ ASSAULT 03: CDT AT UMM QASR & AS ZUBAYR
The Clearance Diving Branch first experienced combat in Vietnam, when Clearance Diving Team 1 was deployed to Vung Tau in 1965 tasked with protecting anchorages against Viet Cong swimmer sappers who were attempting to lay limpet mines on US ships in Vietnamese harbours.
Diving did not commence until the morning of March 25, when CDT3 were tasked to clear the southern stretch of the Old Port including the docking area for the nearby Iraqi Navy base.
On April 11, the entire team and their almost 50 tonnes worth of stores and equipment was loaded in trucks and deployed 20 kilometres north of Umm Qasr to the large port on the KAZ at Az Zubayr.

A Clearance Diving Team was maintained in Vietnam from 1965 to 1971, firstly in Vung Tau and later in Danang.
Diving pay gave us a bit of a lift in income and the working environment was excellent; it seemed like we had a hobby for a job.
I then had a posting as Officer in Charge of the RAN Diving School where I spent over 4 years and didn't have a lot to do as Clearance Divers, who all knew what they were doing, surrounded me and I was only there to be responsible for their actions.

The main team crossed into Iraq behind US and British forces on March 24, from a staging point in northern Kuwait where they have been in the path of Iraqi missile strikes and were forced to don chemical warfare suits and respirators 11 times in one 24-hour period.
The diving team was given the job of sweeping the entire Iraqi coastline between Umm Qasr and the townships of al Faw for unexploded ordnance, an area about 45 kilometres wide where Gavan Stevens and his crew discovered the sea mine.
And when the men from the Clearance Diving Branch head home in a fortnight at the end of their tour of duty they will carry several of the sea mines recovered from the barge captured off Umm Qasr, mementoes of a successful engagement that might well have ended in disaster rather than distinction.

The diving school was located at HMAS Rushcutter on Sydney Harbour and remained there until 1968 when it was relocated to HMAS Penguin, also situated on Sydney Harbour.

CDT3 is the clearance diving operational team mobilized whenever the Royal Australian Navy becomes involved in global conflict, last activated for the Vietnam conflict, the team had been dormant since 1971.
This team was comprised of thirteen members from the West coast and ten members from the East coast diving teams.
RADM Taylor USN, presided over the ceremony and delivered a concise and fitting tribute to the clearance teams, and whilst we were pleased with the recognition received his closing remarks were the signal for us to leave.

 The Gulf War
On 29 November 1990 the UN, in the face of Iraq's unyielding attitude, passed Resolution 678 which gave authority to member states "to use all necessary means" against Iraq unless it withdrew from Kuwait by 15 January 1991.
For the next phase of the operation the three RAN vessels in the MNNF were replaced, in early December 1990, by the destroyer HMAS Brisbane, the frigate HMAS Sydney and the largest ship in the RAN's fleet, the 40,870 tonne replenishment ship HMAS Westralia.
A RAN Clearance Diving Team arrived in the operational area on 30 January 1991 and was employed in preparation for a planned amphibious assault on the beaches of Kuwait.
