The Dress and Address of Deacons
The fathers in Baltimore added that this dress was also to be worn by religious priests as well as secular priests when the former were not in their religious habit.
Since clerical dress and address are subjects remitted by universal law to particular law, it follows that these (unrepealed) norms of Baltimore on clerical dress remain in effect.
This canon recognizes that, as clerics, permanent deacons have a right to clerical dress but at the same time permits them not to make use of their privilege of clerical dress and style of address, unless particular law makes a contrary provision and requires that permanent deacons wear clerical dress.

  Cleric
In non-Catholic countries, synods generally prescribe that for public use the dress of clerics should be such as to distinguish them from laymen; that is of fl or of a sober colour, and that the so-called Roman collar be worn.
While the obligation of obedience is binding on all clerics, it is strengthened for priests by the solemn promise made at ordination, and for all holders of benefices by the canonical oath.
When, however, a cleric who has received only minor orders or even tonsure, after losing his privileges, has been restored to the clerical state, this restitution, even when solemn, is merely ceremonious and is not considered as a new conferring of tonsure or minor orders.

The dress which the secular clergy worse was in general character no different from that worn by the laity of all classes of the community.
From the late fifteenth century onwards the whole movements of everyday fashion was towards a shorter, less cumbersome dress in keeping with an active age, and the wide modifications of academical and legal costume were a mirror of that age.
By 1500 the general tendency in academical dress was to become more simple and comfortable, with the result that the heavy outer, closed dress being left off, the sleeved or sleeveless tabard, or some form of sleeved tunica, or other such dress, now the outer garment, assumed a new significance.

As final thought, I can't help but wonder if some of the anti-Western clerical dress folks are simply expressing a latent anti-Catholicism in their statements, an abhorrence to think that an Orthodox priest would even remotely appear like a Roman Catholic priest.
