He was Deputy Clerk of the Senate from 1987 to 1988, Clerk Assistant from 1983 to 1988, Secretary to various Senate committees pre-1983, including the Regulations and Ordinances Committee, Select Committees on the Conduct of a Judge and Allegations Concerning a Judge and Select Committee on Legislation Procedures.
It was very remarkable that the Australian founders were so ready to take a leap in the dark of adopting this new system of government which had only existed for that short period of time.
But the Australian founders were not to be put off by that, and as I say, they enthusiastically wrote into the Constitution a structure of separation of powers.

Daly was born in Currabubulla, a small town in northern New South Wales, and was educated at Catholic schools, becoming a clerk in the Department of the Navy and an official of the Federated Clerks Union, a stronghold of the Catholic right wing of the labour movement.
Daly spent the next 23 years as an opposition frontbencher - one of a generation of Labor politicians whose career opportunities were greatly reduced by the splits and internal conflicts of the 1950s and 1960s.

In 1910-11 he acted as agent-general for Western Australia, and among the other positions he filled were member of senate, university of London (1908-21), governor, Imperial college of science (1908-16), chairman, London intelligence committee on unemployment and distress (1914), chairman, London county council (1915), and member central appeal tribune (1915-16 and 1917-18).
He transferred to the government service in 1872, and in 1880 became chief clerk in the auditor-general's office.
Emigrating to Australia in 1870 he was given a position in the accountant's branch of the Launceston and Western District railway.
