The concept for what would become the Holland Tunnel was developed in 1906 by a joint commission between (A Mid-Atlantic state; one of the original 13 colonies) New York and New Jersey.
Holland's proposal was adopted, and he was named Chief Engineer of the project.
Holland was succeeded by Milton H. Freeman, who also died after several months on the job.

The Holland Tunnel, originally known as the Hudson River Vehicular Tunnel or the Canal Street Tunnel, is one of two highway tunnels under the Hudson River connecting the island of Manhattan with New Jersey on the mainland (the Lincoln Tunnel is the other one).
Begun in 1920 and completed in 1927, it is named after Clifford Milburn Holland (1883 - 1924), Chief Engineer on the project, who died before it was completed.
Both designs were eventually passed over in favor of a new type of design proposed by engineer Clifford Milburn Holland, in which two separate tubes would each contain two lanes both going in the same direction.

Clifford Milburn Holland (March 13, 1883 - October 7, 1924) was born on in Somerset, Massachusetts.
Holland was the chief engineer on the Hudson River Vehicular Tunnel project.
The pressure was great for the two ends of the tunnel to meet and Holland died of a heart attack on the operating table while undergoing a tonsillectomy at a health center in Battle Creek, Michigan.

A thirty-six-year-old father of four from Brooklyn, Holland dies suddenly in 1927, of apparent exhaustion, on the eve of the day workers from the New York and New Jersey sides are to meet in the middle (a process called "holing through").
Holland tunnel engineers design an automatic ventilation system that produces purer air under the Hudson than was to be found above.
The fire causes an estimated $600,000 in damage to the structure—and as a result of this accident, strict standards are established for the transporting of explosives.

 Holland Tunnel
The Holland Tunnel is one of two highway tunnels under the Hudson River connecting the island of Manhattan with New Jersey.
The tunnel is one of the earliest examples of a ventilated design, having 80-ft diameter fans blowing air in one series of ducts and out another series.
The north tube is 8,558 ft from end to end, while the south tube is slightly shorter at just 8,371 ft. Both tubes are situated in the mud beneath the river, with the lowest point of the roadway approximately 93 feet below mean high water.

Clifford Milburn Holland was the American engineer who designed the 1.5-mile-long Holland Tunnel under the Hudson River, between New York City and Jersey City, NJ.
In Holland's design, the new problem of noxious gases from internal combustion engines, was solved with huge-capacity fans in ventilating buildings at each end, forcing air through a supply duct below the roadway, with an exhaust duct above the ceiling.
Holland did not see his dream come to fruition At age 41, he died one day before construction crews from the two sides met.
